White Revolution 2.0 Targets Dairy Expansion and Procurement Growth

Cooperative-Led Dairy Push to Strengthen Rural Incomes and Women’s Role

The Union government has launched White Revolution 2.0 , a cooperative-driven programme designed to expand dairy coverage, enhance milk procurement, and deepen women’s participation in the organised dairy economy. The initiative aims to raise cooperative milk procurement by 50% within five years , targeting 1,007 lakh kg per day by 2028–29 .


Expansion Through Cooperative Networks

The programme follows a dual strategy. First, approximately 75,000 new Dairy Cooperative Societies (DCS) will be established in previously uncovered villages and panchayats. Second, 46,422 existing DCSs will be strengthened to improve operational efficiency, market access, and farmer remuneration. Expanded milk procurement routes will ensure connectivity between producers and processing infrastructure.


Infrastructure and Technological Modernisation

White Revolution 2.0 prioritises investment in dairy logistics and quality assurance systems. Facilities such as Automatic Milk Collection Units (AMCU) , Data Processing Milk Collection Units (DPMCU) , milk testing equipment, and Bulk Milk Coolers (BMC) will be deployed based on regional requirements. Funding support is channelled through the National Dairy Development Programme 2.0 .


Women-Centric Economic Empowerment

Women represent nearly 70% of India’s dairy workforce , yet much of their labour occurs within informal systems. The initiative aims to formalise participation by expanding women-led cooperatives and improving income visibility. The policy also aligns dairy growth with nutritional goals, given milk’s role in protein security.


Economic and Rural Development Impact

By integrating small-scale dairy producers into organised cooperative frameworks, the initiative is expected to strengthen rural livelihoods, stabilise incomes, and reinforce India’s leadership in global milk production.
