Administrative Reshuffle: Kavinder Gupta Named Himachal Pradesh Governor, Saxena Moves to Ladakh
A significant administrative reshuffle has taken place in India’s Union Territories. Kavinder Gupta has resigned as the Lieutenant Governor of Ladakh after serving less than a year in office. In a new appointment, Vinai Kumar Saxena, who currently serves as the Lieutenant Governor of Delhi, has been designated as the new Lieutenant Governor of Ladakh.
At the same time, Kavinder Gupta has been appointed as the Governor of Himachal Pradesh. These changes are part of a wider set of gubernatorial appointments across multiple states and Union Territories.
Administrative Leadership in Ladakh
Kavinder Gupta assumed office as Ladakh’s third Lieutenant Governor in July 2025. His tenure followed that of Brigadier B. D. Mishra, who had taken charge in February 2024. Mishra succeeded R. K. Mathur, appointed after the reorganisation of the former state of Jammu and Kashmir.
Ladakh became a separate Union Territory following the Jammu and Kashmir Reorganisation Act, 2019. Since the territory does not have a legislative assembly, it is administered by a Lieutenant Governor appointed by the President of India.
Political Background of Kavinder Gupta
Kavinder Gupta is a senior leader associated with the Bharatiya Janata Party. Before his gubernatorial roles, he had an extensive political career in Jammu and Kashmir.
He served three terms as the Mayor of Jammu and later became the Speaker of the Jammu and Kashmir Legislative Assembly. Gupta also briefly held the position of Deputy Chief Minister in the state government.
During his tenure as Ladakh’s Lieutenant Governor, the region witnessed protests led by youth groups and civil society organisations demanding statehood, Sixth Schedule protections and greater employment reservations for local residents.
