Raisina Science Diplomacy Initiative Launched at Raisina Dialogue 2026

India Hosts First Raisina Science Diplomacy Initiative to Strengthen Global Scientific Cooperation

The Raisina Science Diplomacy Initiative (SDI) was inaugurated on 5 March 2026 at Bharat Mandapam in New Delhi , as a special component of the Raisina Dialogue . The initiative was jointly organised by the Office of the Principal Scientific Adviser to the Government of India and the Observer Research Foundation .

The event brought together around 80 scientists, diplomats, innovators and policy experts from across the world to discuss how scientific collaboration can support international diplomacy and address emerging global challenges.


Science Diplomacy in the Global Context

The discussions highlighted the growing influence of science and technology in shaping economic growth, national security and global governance. Participants emphasised that science diplomacy plays an increasingly important role in promoting international cooperation, particularly in a world marked by geopolitical competition and rapid technological change.

The initiative was chaired by Ajay Kumar Sood and co-chaired by Peter Gluckman , Marilyne Andersen , and Vijay Chauthaiwale .


Strategic Autonomy and Scientific Collaboration

The first roundtable session, titled “Science Diplomacy in the Era of Strategic Autonomy,” was chaired by Parvinder Maini . Discussions focused on balancing national strategic interests with the collaborative nature of scientific research.

Participants stressed that scientific cooperation can continue even during political tensions between countries. Strengthening trusted research partnerships, improving science advisory systems and ensuring transparent research practices were identified as key priorities.


Governance of Emerging Technologies

The second roundtable, chaired by Marilyne Andersen, examined governance challenges linked to disruptive and frontier technologies . Experts discussed the need for forward-looking policy frameworks capable of managing the risks and opportunities associated with emerging technologies.

The session also highlighted the importance of ethical standards, multilateral engagement and pre-competitive research collaboration to ensure responsible technological innovation at the global level.
