The Odisha Finance Department will issue detailed guidelines within 15 days. These guidelines will cover two important areas:

Framing rules for the use of privately owned electric vehicles for official purposes. If an officer uses their personal EV for government work, how will they be reimbursed? The rules will answer such questions.
Central Government’s Similar Move
Odisha is not alone in this push. Around 19 May 2026, the central government issued a separate directive. It was aimed at publicly owned banks, insurers, and financial institutions. These organisations were asked to reduce their operational spending. One of the ways to do that is to start replacing petrol and diesel vehicles with electric alternatives. This shows that both the central and state governments are moving in the same direction – towards cleaner and cheaper mobility.
What Are Electric Vehicles?
Electric vehicles (EVs) are powered by one or more electric motors. They use electricity stored in rechargeable batteries. Unlike petrol or diesel vehicles, they do not burn fuel. So they produce no tailpipe emissions. Two-wheelers (scooters, motorcycles) and four-wheelers (cars, jeeps) are the most common vehicle categories used in government fleets in India. Switching these to EVs can make a big difference to air quality in cities.
Benefits of This Move
The benefits are many. The government will save money on fuel. Air pollution in cities like Bhubaneswar and Cuttack will reduce. Noise pollution will also come down because EVs are quieter. India’s dependence on imported oil will decrease. And the EV industry in India will get a boost, creating jobs in manufacturing and servicing.
