Odisha Introduces QR Codes on Land Pattas

Digital Verification to Strengthen Land Records Transparency

The Government of Odisha has announced the introduction of QR codes on Record of Rights (RoR) documents to enable instant digital verification of land ownership details. The reform aims to enhance transparency, reduce fraud, and modernise property transactions across the state.


Instant Property Data Access

Under the new system, scanning the QR code printed on land pattas will reveal comprehensive property information. This includes ownership details, land classification, parcel maps, and transaction history. Unlike the traditional Encumbrance Certificate (EC) — which generally covers only the previous 30 years — the QR-enabled RoR will provide extended historical data, allowing buyers to verify land records more efficiently.


Tamper-Resistant Digital Records

Authorities emphasise that the updated RoRs will be digitally generated and protected against unauthorised alterations. Any attempt at record manipulation will trigger alerts to revenue officials. The integration of parcel maps with textual records ensures improved accuracy and traceability.


Integration with National Land Reforms

The initiative is aligned with the Digital India Land Records Modernisation Programme (DILRMP). Odisha has already digitised large portions of its land records, and QR coding represents the next stage of technological advancement.


GIS-Based Land Mapping

A state-wide survey will integrate cadastral maps, satellite imagery, and revenue data onto a unified GIS platform. Each land parcel will be digitally defined as a closed polygon linked to a unique plot number, enabling seamless spatial verification.
