MeitY Launches VoicERA to Advance Multilingual Voice AI

VoicERA Strengthens India’s Digital Public Infrastructure for Voice Technologies

The Ministry of Electronics and Information Technology has introduced VoicERA, an open-source, end-to-end Voice AI stack, at the India AI Impact Summit 2026. Developed by the Digital India BHASHINI Division under the Digital India Corporation, the initiative represents a major expansion of India’s Digital Public Infrastructure for language and voice technologies. The platform is designed to enable population-scale deployment of secure, multilingual speech systems across sectors.

National Execution Layer for Voice AI

VoicERA has been integrated with the BHASHINI National Language Infrastructure, creating a unified execution layer for Voice and Language AI. The stack follows an open, modular and interoperable design, allowing deployment through cloud environments as well as on-premise installations. This flexibility supports government agencies, research institutions and startups seeking scalable and secure voice-enabled solutions. By eliminating vendor lock-in and reducing duplication of development efforts, the system accelerates innovation while maintaining ecosystem neutrality.

Collaborative Development Framework

The initiative was led by Amitabh Nag, CEO of the Digital India BHASHINI Division, in partnership with EkStep Foundation, the Centre for Open Source Software at IIIT Bengaluru, and AI4Bharat. The collaboration merges public digital infrastructure with academic and non-profit expertise, reinforcing sovereign technological capabilities. Experts have described VoicERA as a digital public good that enables ready-to-use voice AI implementation without rebuilding full software pipelines.

Expansion of BHASHINI’s Scope

With VoicERA, BHASHINI’s functionality now extends beyond translation and text-processing tools to real-time speech recognition, conversational AI and multilingual telephony systems. Government departments can adopt voice interfaces for citizen-centric services such as agricultural advisories, educational support, livelihood assistance, grievance management and scheme navigation. Voice-based access is expected to enhance usability, particularly in linguistically diverse and digitally underserved populations.
