India Probes Dumping of Ethyl Chloroformate from China

DGTR Investigates Unfair Chemical Imports Impacting Domestic Industry

India has initiated an anti-dumping investigation into imports of ethyl chloroformate from China following a complaint by Paushak Ltd. The probe has been launched by the Directorate General of Trade Remedies (DGTR) under the Ministry of Commerce and Industry to examine whether low-priced imports have harmed domestic producers.

Allegations by Domestic Industry

Paushak Ltd, the sole domestic producer of ethyl chloroformate, has alleged that rising imports from China are being sold at unfairly low prices. According to the company, this has resulted in price suppression and financial losses. The DGTR has recognised Paushak Ltd as the domestic industry for the purpose of the investigation.

Significance of Ethyl Chloroformate

Ethyl chloroformate is an important chemical intermediate used in the manufacturing of pharmaceuticals and agrochemicals. Its role in chemical synthesis makes it critical for industrial production chains. Any anti-dumping duty on this chemical could influence input costs for related industries, particularly drug and agrochemical manufacturers.

Scope and Findings of Investigation

The investigation period covers October 2024 to September 2025. Preliminary findings suggest that the dumping margin may exceed the de minimis threshold, indicating significant price undercutting by exporters. The DGTR will analyse submissions from exporters, importers, and other stakeholders before making recommendations on possible duties.

Part of Broader Trade Protection Measures

This action reflects India’s broader strategy to protect domestic industries from unfair trade practices. The government has recently imposed safeguard duties on certain imports and initiated similar investigations into other chemicals like hexamine. These measures indicate increased scrutiny of imports affecting domestic manufacturing.
