COP31 Roadmap Indicates a Change to Action-based Climate Governance.

Overview

The 31st United Nations Framework Convention on Climate Change Conference will take place in 2015 and will seek to rebrand climate governance in the world. COP31 hosted by Turkiye in Antalya is expected to be a continuation of COP26, which focused on negotiations and now focuses on implementation, inclusivity, and quantifiable results as the global climate risks continue to increase.

Türkiye–Australia Partnership Model

One of the innovations is the joint Turkiye-Australia leadership concept. Turkiye will be at the forefront of the Action Agenda, with Australia being the negotiators. Climate Change Minister of Australia, Chris Bowen, will be the President of Negotiations. This department is to be the check and balance of diplomacy and execution.

‘COP of the Future’ Vision

The presidency has introduced the notion of a COP of the Future based on the three principles, namely, Dialogue, Consensus, and Action. The emphasis will be on transforming climate pledges into realities, building trust between countries and having everyone, particularly the developing countries, to be included.

Comprehensive Climate Action Agenda

Some of the priority areas that are outlined in the roadmap include clean energy transition, circular economy, sustainable agriculture, climate-resilient infrastructure, and ocean conservation. It incorporates the reduction of climate effects with the protection of biodiversity and land restoration, which focuses on the quick implementation of renewable energy systems.

Relevance for Developing Countries

COP31 lays a strong emphasis on climate finance, transfer of technology and implementation which are among the requirements of developing countries such as India. The policy honors the situation of nations and drives towards responsibility and quantifiable improvement, which is in line with the concepts of the Paris Agreement.
