Bill Jan Vishwas Bill: Decriminalisation in Textiles and Export Laws

Jan Vishwas Bill facilitates Ease of doing Business.

Government of India has made some important reforms through the Jan Vishwas Bill that will eliminate imprisonment on minor offenses related to exports. It focuses on the substitution of criminal punishment by monetary fines and sanctions and makes it easier and more business-friendly.


Amendments in Laws of Textile Sector.

In previous offenses like the export of goods that have been found to be against standards as provided under the Textiles Committee Act, one could serve a jail sentence of up to one year. The new transformations eliminate imprisonment provisions. New offenders will now be warned in the first instance and 2nd offenders may face penalties of up to 25 lakh. This is done to ensure there is less fear among the exporters and a smooth operation is exercised.


Indianapolis Relief in Handloom Regulations.

The Handlooms (Reservation of Articles for Production) Act has also been amended. In the past, crimes such as failure to deliver information or file of wrong data would result in a jail term. Today they are substituted by 10,000-25,000 fine. Nevertheless, manufacture of reserved handloom products outside the industry will still be punished though with less jail terms and increased fines.


Agricultural Export Laws Reforms.

According to the Agricultural and Processed Food Products Export Development Authority Act, minor delinquencies will cease to attract incarceration. Rather, there will be fines not more than ₹10,000 or twice goods worth. Misdemeanors such as hindering officers or personal inadequacy in record-keeping will as well receive monetary fines.
