Assam Launches PMS Portal to Streamline Teacher Provincialisation

Provincialisation Management System Introduced for Venture Institutions

Assam Chief Minister Himanta Biswa Sarma has inaugurated the Provincialisation Management System (PMS) portal to address the complex and long-pending issue of provincialisation of venture educational institutions and their employees. The portal was launched at Lok Sewa Bhawan in the presence of Education Minister Ranoj Pegu and senior administrative officials. The digital platform is intended to enhance transparency, procedural clarity and efficiency under the Assam Education (Provincialisation of Services of Teachers and Re-Organisation of Educational Institutions) Act, 2017, recently amended in 2025.


Digital Governance in Education Administration

The PMS portal establishes a centralised digital registry covering non-provincialised venture schools, colleges, and associated teaching and non-teaching staff. The system enables institutions to submit applications, upload supporting documents, and track processing stages in real time. Authorities have stated that digitisation will minimise disputes, reduce administrative delays, and prevent irregularities that have historically complicated provincialisation exercises.

Eligible institutions include venture LP schools, UP/ME schools, high schools, higher secondary schools, and degree colleges that meet statutory criteria.


Third Phase of Provincialisation

The Chief Minister noted that Assam has provincialised more than 50,000 teachers since 2011 across successive phases. The current initiative represents the third and most extensive phase of service regularisation. However, eligibility is limited to institutions established before January 1, 2006. Applicants must provide recognition certificates, land ownership records, academic performance data, and staff eligibility documentation.


Gurudakshina Welfare Mechanism

Recognising that some applicants may not qualify under legal provisions, the government has introduced the ‘Gurudakshina’ scheme through the Vote-on-Account Budget. The scheme offers financial assistance to personnel whose services cannot be provincialised. A preferential marking mechanism has also been proposed to facilitate alternative employment opportunities within government recruitment processes.
