ASISSE Survey was introduced: Enhancing the data of the Services sector in India

ASISSE: A New Milestone in India’s Statistical System

National Statistical Office (NSO) has launched the Annual Survey of Incorporated Services Sector Enterprises (ASISSE), the first of its kind initiative to enhance the quality and depth of information on services sector in India. Considering that the sector is a significant contributor to GDP and employment, this survey will bolster evidence-based policymaking and economic planning.

ASISSE is aimed at creating an extensive database of incorporated service enterprises. It is conducted by the Ministry of Statistics and Programme Implementation (MoSPI), but it concerns the organised part of the services sector. The survey will offer specific insights into performance, structure, and growth trends of the enterprises by filling gaps in the existing datasets.


Coverage and Methodology

The survey includes those companies incorporated by the Companies Act, 1956/2013 and Limited Liability Partnerships incorporated by the LLP Act, 2008. ASISSE is large with a sample comprising of over 1.21 lakh enterprises. Notably, it employs the Goods and Services Tax Network (GSTN) database as its sampling frame that guarantees extensive and valid representation of active businesses.


Data Governance and Legal Framework.

ASISSE has a collection of statistics act of 2008 (amended in 2017) and provisions of Jan Vishwas Act, 2023. These regulations guarantee confidentiality of the data, regulations, and standardised data collection methods. The framework indicates a powerful institutional agenda of enhancing credibility and transparency of official statistics.


Role of the National Statistical Office

The NSO is the premier statistical agency in India that was established in 2019 as a result of a merger of major statistical organizations. It is headed by the Chief Statistician of India and has the mandate of gathering, processing and distributing information that is used to make decisions in governance, planning and policies. Programmes such as ASISSE will increase its ability to provide quality and timely statistics.
