India and South Korea Take Steps to Fix Trade Imbalance in CEPA Upgrade Talks

The 12th round also brought a new decision. India and South Korea will create dedicated sub-groups to discuss cooperation in three new areas: digital trade, supply chain cooperation, and strategic industrial cooperation. These are modern trade topics. Digital trade covers e-commerce, data flows, and online services. Supply chain cooperation focuses on making sure goods can move smoothly between countries. This has become very important after the disruptions of recent years. Strategic industrial cooperation covers high-technology sectors where both countries can work together.

The decision to create these sub-groups widens the scope of the negotiations. It shows that both sides want to go beyond traditional tariff issues. The world of trade is changing. New technologies and new ways of doing business require new rules. By including digital trade and supply chains, India and Korea are preparing their agreement for the future.

What Each Side Wants

Behind the official statements, each country has its own priorities. India is looking for greater market access for its labour-intensive sectors. These include textiles, leather products, and agriculture. India also wants to export more services to Korea. Another Indian priority is tighter rules of origin. This would prevent third countries from misusing the trade agreement's benefits. On the other side, South Korea wants better investment protections. Korean companies operating in India seek more policy predictability. They want clear and stable rules so they can plan their businesses with confidence.

A Time-Bound Commitment

Both countries have made a clear promise. They will conclude the CEPA upgrade negotiations "in a time-bound manner". This means they will not let the talks drag on forever. The target is to achieve substantive results by the end of 2026 or in the first half of 2027. During the 12th round, both sides reviewed the progress already made. They reaffirmed their shared goal. The upgraded agreement is meant to be "modernised and mutually beneficial". It should support balanced bilateral trade and stronger economic cooperation.

The "Futuristic Partnership" Vision

The entire upgrade process is guided by a larger vision. Prime Minister Narendra Modi and South Korean President Lee Jae-myung have spoken about a "Futuristic Partnership". This is not just about buying and selling more goods. It is about building a deeper relationship. The two countries want to work together on technology, innovation, and new industries. The CEPA upgrade is one part of this larger effort. Trade is the foundation. On top of that, both countries can build stronger ties in many other areas.

What Happens Next?

More rounds of negotiations are expected in the coming months. The sub-groups on digital trade, supply chains, and strategic industrial cooperation will start their work. These groups will meet separately to discuss technical details. Their findings will feed into the main negotiations. Both sides seem determined to move forward. The 12th round was not just a routine meeting. It was a signal that India and South Korea are serious about updating their trade relationship.
